Cellular Therapy as Physician-Initiated Clinical Research with In-Hospital Formulations

Under the current Pharmaceutical Affairs Law, it is prohibited to sell cultured cells as pharmaceutical products. Therefore, we propose a form of “physician-led clinical research” in which the treating veterinarian (doctor) prepares cultured cells by himself/herself and uses them for his/her own patients.

In this case, the cells are carefully cultured and managed by a veterinarian in a veterinary hospital (in-house preparation), and the cells are administered according to the patient’s medical condition after the patient has given sufficient informed consent.

In order to do so, the cell culture facility must be set up in a clean location within the veterinary hospital. Under the current Pharmaceutical Affairs Law, J-ARM is not allowed to send cultured cells to other hospitals, nor is J-ARM allowed to accept cell culture orders from veterinary hospitals or to send cultured cells to other hospitals.
